After years of resident protests, Chicago’s South Side is finally expected to receive an adult trauma center to help combat gun violence in one of the city’s most violent neighborhoods.
Health officials announced on Thursday that this region will be receiving a medical facility slated to cost around $40 million, which will be a joint project between University of Chicago Medicine and Sinai Health System.
According to the Chicago Tribune, the project includes converting the Holy Cross Hospital emergency room into a Level 1 trauma center, which means that some of Chicago’s most dangerous neighborhoods will be within five miles of a medical facility which is capable of treating life-threatening injuries, such as stab wounds and gun shots.
The new facility will be located at 68th Street and California Avenue, providing immediate and life-saving care to the neighborhoods of Englewood, Washington Park and Greater Grand Crossing.
The Associated Press reported that Chicago’s South Side hasn’t had a local trauma treatment center since 1991 — which was 15 years ago — when the Michael Reese Hospital in Bronzeville closed its doors, including its trauma care unit.
Without that facility, victims of gun violence had to travel 10 miles or more via ambulance to reach the closest trauma care center. Although wound care is the most common treatment provided by outpatient and community urgent care clinics, most of the clinics — and even some smaller hospital emergency rooms — are ill-equipped to handle gunshot wounds.
Furthermore, studies have shown that the difference between traveling five miles and 10 miles to a trauma care center can actually be the difference between life and death when gun violence is involved; one study found that gun violence victims are 23% more likely to die if they have to travel 10 miles instead of five.
Community activists, residents, and healthcare workers have been petitioning local officials to replace the trauma center; the Chicagoist reported that protesters have been primarily targeting the University of Chicago in the past five years, hoping to convince school administrators to build an adult trauma care facility at the college’s Hyde Park medical center.
The new medical facility is expected to ease community tensions between residents and the university — tensions which became so extreme that the issue actually gained national attention. President Obama has even advocated for an additional medical center in the South Side.
The University of Chicago Medical department will pay for the expansion of Holy Cross Hospital, according to the Chicago Tribune, and will provide specialists including neurologists, orthopedic doctors, plastic surgeons, and urologists.
The Sinai Health System, which acquired Holy Cross in 2013, will provide the majority of basic medical personnel, including general physicians, surgeons, anesthesiologists, nurses, and trauma care support services.
The project still requires certifications and approvals from the Illinois Health Facilities and Services Review Board, as well as state health facility permits, before the trauma care center can be opened.

Just how bad is the pollution? In February, federal workers were observing an oil spill cleanup on land leased by Olympic Oil. That would have been bad enough, except the workers accidentally stumbled on something worse: 50,000 gallons of antifreeze spilled over eight acres. The unreported spill was the company’s fourth known spill in just nine years.
The reclamation district owns 10,000 acres of land along Chicago-area waterways, land it’s officially tasked with protecting from pollution. In reality, much of that land is leased to oil refineries, antifreeze manufacturers, and asphalt plants. These activities are vital to our regional economy; an estimated 94% of the 2.6 million miles of paved roads in the U.S. is covered in asphalt, for instance. But critics say Olympic Oil has been allowed to pollute Chicago waterways with impunity, and many local leaders say enough is enough.
Andy Shaw, the CEO of the Better Government Association, recently recommended hiring an official inspector with the authority to investigate the reclamation district’s management. And the Sun-Times editorial harshly criticized the oil company, which has an annual budget in excess of $1 billion, yet claims it can’t afford to pay for water cleaning projects. The editorial’s harshest scorn was reserved not for the tenants, but for the district and its administrators.
“[The] district pays nine part-time commissioners at least $70,000 a year, and it pays a number of staffers more than $200,000 a year…But in yet another indication of poor management, a spokesman for the district told Shaw that an ‘external auditor’ had decided that an inspector general ‘would not be recommended.’ Meanwhile, the district cleans water with one hand while leasing land to polluters with the other.”

Illinois Governor Bruce Rauner recently signed a new bill that aims to protect nursing home residents throughout the state. House Bill 2462, sponsored by Rep. Greg Harris (D-Chicago) and Sen. Terry Link (D-Waukegan), was met with what The Telegraph calls “overwhelming support” in the state’s General Assembly.
This bill will allow family members of nursing home residents to install audio and/or video monitoring devices in residents’ rooms. The bill came to the state’s Assembly after multiple accusations of neglect and abuse in nursing homes, according to Consumer Affairs.
The bill was drafted by Illinois Democratic Attorney General Lisa Madigan, according to the Chicago Tribune. Madigan lobbied heavily for the bill’s passage, explaining that the
Illinois Department of Public Health (IDPH) typically receives around 19,000 complaints per year regarding alleged abuse or neglect in nursing homes.
With over 860 individual nursing home facilities throughout the state and over 76,000 residents living in these homes, the state has been hard-pressed to provide enough caregivers for each patient. For just one elderly patient suffering from a severe case of Alzheimer’s Disease, anywhere between one and four caregivers are necessary to provide adequate attention.
With a cognitive impairment such as Alzheimer’s, elderly residents often have a hard time remembering that a staff member failed to provide adequate care. Lacking both concrete evidence and a first-person account of the alleged abuse/neglect, family members of nursing home residents have trouble proving what’s happening.
Of the 19,000 registered complaints in Illinois, the IDPN investigates roughly 5,000 complaints each year. In 2013, only 106 accusations of elder abuse or neglect in nursing homes were found to be valid.
The bill requires that nursing homes must display signs at main entrances warning that residents’ rooms may be electronically monitored, and each individual room monitored must also have a sign outside the doorway indicating that electronic monitoring devices are inside.
Residents must provide consent to have the monitoring devices installed in their personal room, although legal guardians and family members may provide consent for residents who are unable to do so. Residents are not required to have a monitoring device installed in their personal rooms, and if a resident or the family of a resident choose to have a device installed, they must pay for the costs out-of-pocket.
“This law makes Illinois one of the first states in the nation to give families peace of mind by allowing them to monitor their loved one’s care when they cannot be present,” said Madigan in an official statement.

Chicago city officials are warning homeowners about “rogue plumbers” who have been operating out of a building in the Canaryville neighborhood.
At least three different people have run businesses under several different names out of the building, located on the 700-block of West 47th Street, but there’s one thing they have in common: There are no business licenses registered to that address, and the plumbers in question face allegations of code violations and consumer fraud. Businesses at that location have been fined approximately $167,000 since 2008.
“In this particular case, we have fines for three different individuals using two different business names, and this same address has a pattern of bad practices,” Maria Guerra Lapacek, a commissioner for the Chicago Department of Business Affairs and Consumer Protection, told the local ABC affiliate July 23.
